MONTREAL — When Prime Minister Paul Martin signed off on a 10-year health accord with the provinces in 2004, the main commodity he bought was political in nature. His minority government needed the goodwill of the NDP to survive and medicare was at the core of Jack Layton’s bottom line for supporting the Liberals.
